California Los Angeles County Continuum of Care Reform (CCR) aims to decrease reliance on new homes.  The Resource Family Approval (RFA) process is the states effort to ensure better-quality foster homes for California's foster youth and a stricter process that is causing delays and problems for relative caregivers. 

California Fostering Connections to Success and Increasing Adoptions Act of 2008 amended the Title IV-E eligibility age to 21 for foster care youth.  This study evaluates the impact and outcomes of the legislation by addressing the following questions: does extended foster care influence the youths' outcomes during the transition to adulthood, what factors affect the types of support youth receive, and how living arrangements and other services influence the relationship between care and outcomes. 

New York's federal education policy's the Every Student Succeeds Act (ESSA) signed into law in 2015 mandates that school systems ensure foster youth are afforded transportation to school to improve education outcomes.  In addition to that, school systems are ordered to immediately enroll foster youth when they change schools, quickly transfer records, and implement plans to pay for the foster youth to reach their "school of origin".
