California Continuum of Care Reform has the statewide goal to place more foster youth but child welfare agencies are struggling to meet these goals. To assist with this the County of San Francisco and a company called Binti have come up with three strategies: provide mobile-friendly online portal, have a public recruiting website, and provide a software for social workers.

Maryland legislators are proposing Senate bill 85 to extend free in-state tuition for public institutions to students who are 13 or older in foster care for at least a year and who are later reunited with parents or were adopted.

Missouri Special Committee to Improve the Care and Well-Being of Young People is debating several bills involving foster care reform. The committee was formed after Governor Eric Greitens dedicated $12.5 million in additional funds from his proposed budget and many organizations came out in support of the bills.
