The Maryland Foster Care Court Improvement Program (MDFCCIP) is embarking on an exciting project with the State child welfare agency to reexamine cases of older youth with a permanency plan of APPLA, for whom adoption has been perceived as an impossibility.  All too often, the emphasis for these youths becomes stability and preparation for independence, rather than permanence. This joint project hopes to create a culture and practice shift within Maryland child welfare that prioritizes long-term permanence over short-term stability.
