Illinois Department of Children and Family Service has been monitored by the American Civil Liberties Union of Illinois for decades. The ACLU has asked a federal judge to appoint a "special master" to resolve disputes and data requests to child welfare reforms because DCFS has "failed to honor promises made during negotiations".
National - The Family First Prevention Services Act signed into law last February gives states incentives to keep children with their parents or relatives, to encourage kinship care as well as supporting parents undergoing treatment for substance abuse or mental health issues. This is considered a significant change in federal child welfare funding which aims to support the entire family and not just the children and parents separately.
