Kentucky Cabinet for Health and Family Services has issued a Child Welfare Transformation report that reveals progress in greater preventative and community-based care for families. In 2018 the Cabinet's Department for Community Based Services experienced legislative gains for additional state budget appropriations and the codified Foster Youth Bill of Rights to name a few. The Central Child Welfare Transformation Steering Committee and Stakeholder Advisory Council made up of nine workgroups have met over the past 14 months to concentrate on the core strategies of Culture of Safety, Aligned Service Array, Shared Focus on Outcomes and Collaborative Approach.
Kentucky nonprofit Children's Home of Northern Kentucky Behavioral Health has been awarded the 2019 Innovator status by the Human Rights Campaign Foundation's All Children - All Families seal of recognition for its cultural competencies regarding youth and families who identify as lesbian, gay, bisexual, transgender, and queer (LGBTQ). The survey data in the 2018 Growing Up LGBT in America Report states that only 49 percent of LGBTQ youth who participated in the study felt optimistic about their chances of being happy.
UtahGovernor Herbert has ordered the state licensing board for psychologists to develop practices on how to regulate the dangerous practices of conversion therapy. This has been supported and applauded by LGBTQ groups and child welfare advocates. The American Medical Association and the American Psychiatric Association have discredited the practice of changing a person's sexual orientation and gender identity.
