Georgia Governor Brian Kemp has outlined a plan for adoption reform but tripling the adoption tax to $6,000. As well as lowering the legal adoption age from 25 to 21. Additionally, he also announced the creation of a Family First Commission to study the foster care system.

West Virginia lawmakers have announced the introduction of child-welfare bills that would help speed up adoption timelines as well as create a foster care bill of rights. But one bill is being considered harmful. Child Protective Services caseworkers would not be required to have social workers' licenses.
